Before you take the plunge and sign up for lipo, I would alter your diet. I would avoid gluten and any refined sugar.  I'm not sure what your diet is like, but these are big causes of belly fat. 
Do you drink? Alcohol also plays a huge role particularly beer.  Up your intake of water instead. 

Try including protein into your diet via shakes, eggs and meat.  Up your leafy green vegetables and try reduce your carb intake. 

Try work on your ab muscles by doing target exercises like pilates.  High intensity cardio like HIT will also help. 

Then think lipo.
